O trabalho dos inspetores internacionais que têm como objetivo identificar e destruir o arsenal de armas químicas da Síria deve começar até terça-feira da semana que vem. A operação terá início depois que um documento elaborado para evitar ataques militares for aprovado pela Organização para a Proibição de Armas Químicas (OPCW, na sigla em inglês) nesta sexta-feira.
O conselho executivo de 41 membros da OPCW deve se reunir às 17h (de Brasília) em Haia para discutir o projeto que estabelece as "regras e os regulamentos" do desarmamento químico da Síria. A expressão foi usada pelo secretário de Estado dos EUA, John Kerry, e o documento também foi assinado por Damasco.
A Síria concordou em abrir mão de suas armas químicas, como parte de um acordo russo-americano feito no início deste mês. O plano de EUA e Rússia foi elaborado depois que Washington ameaçou uma ação militar em resposta ao ataque químico de 21 de agosto nos arredores de Damasco.
Os inspetores poderão visitar qualquer lugar "identificado por um Estado-membro que possa ter participado no programa de armas químicas da Síria", diz o esboço do documento visto pela AFP. O acordo inicial entre EUA e Rússia já estabelecia que os locais declarados por Damasco seria analisados.
O esboço diz, porém, que tais questões poderiam ser resolvidas através de "consultas e cooperação", e que o diretor-geral da organização, Ahmet Üzümcü, pode julgar as alegações sobre armas químicas escondidas como "injustificadas".
Em casos de não conformidade com o plano, que estipula que todas as armas químicas da Síria e instalações devem ser destruídas em meados de 2014, a OPCW discutirá a acusação e "trará a questão ou o assunto... diretamente para atenção da Assembleia Geral das Nações Unidas e para o Conselho de Segurança das Nações Unidas".
A Síria é obrigada a fornecer mais detalhes sobre o seu arsenal de armas químicas dentro de sete dias de acordo com o esboço que está sendo adotado pela OPCW. Todas as instalações de armas químicas da Síria devem ser inspecionadas no prazo de 30 dias após o documento ser aprovado.

The work of international inspectors that aim to identify and destroy the chemical weapons stockpile of Syria should start until Tuesday of next week . The operation will start after a document designed to prevent military attacks is approved by the Organization for the Prohibition of Chemical Weapons ( OPCW , its acronym in English ) on Friday .
The executive board of 41 members of the OPCW shall meet at 17h ( GMT) in The Hague to discuss the project to establish the " rules and regulations " of Syria's chemical disarmament . The term was used by the Secretary of State , John Kerry , and the document was also signed by Damascus.
Syria agreed to give up its chemical weapons , as part of a US-Russian agreement made earlier this month . The U.S. and Russia plan was prepared after Washington threatened military action in response to chemical attack of August 21 on the outskirts of Damascus .
Inspectors can visit any place " identified by a Member State may have participated in the program of chemical weapons in Syria ," says the draft document seen by AFP . The initial agreement between the U.S. and Russia have established that the sites declared by Damascus would be analyzed .
The draft says , however, that such issues could be resolved through " consultation and cooperation " and that the director general of the organization , Ahmet Üzümcü , can judge the allegations of chemical weapons hidden as " unjustified " .
In cases of non-compliance with the plan , which stipulates that all chemical weapons Syria and facilities must be destroyed in mid- 2014, the OPCW will discuss the complaint and " will bring the issue or matter ... directly to the attention of the General Assembly United Nations and the Security Council of the United Nations. "
Syria is obliged to provide details about its arsenal of chemical weapons within seven days according to the sketch that is being adopted by the OPCW . All facilities of chemical weapons in Syria must be inspected within 30 days after the document is approved .
